Since 1984, PSC Enterprises has specialized in building, rehabilitating and managing residential, condominiums, multi-family and office dwellings. The firm was one of the first developers to leverage tax credits to help finance workforce housing in Utah and continues to serve as a major consultants for both public and private organizations that are involved with public-private partnerships and gap financing.
PSC Enterprises and The Gardner Company formed Gardner Government Services, an arm of the Gardner Company that is dedicated to delivering government-influenced projects including office space, medical clinics, military facilities and housing. Gardner Government Services also specializes in redevelopment projects that are aimed to provide economic growth for local communities by delivering sustainable developments that are built to meet a community’s specific needs.
Veteran Services
As a veteran-owned business, PSC Enterprises believes that as a country we have failed our veterans if the only gratitude we have to offer them is a simple “thank you for your service.” That is why our firm is dedicated to taking action by raising awareness about the issues facing our veterans and creating and focusing on programs and initiatives that benefit veterans and their families.
Our firm has a long history of involvement in veteran advocacy and support programs. PSC Enterprises founder, Peter Cooke, served as past director of the National Center for Veterans Studies at the University of Utah and assisted the Army in creating the Employer Partnership Initiative which assists Armed Forces reservists and veterans in securing jobs after mobilization. The firm is presently working alongside the Reserve Officer Association (ROA) to form an additional initiative “Partnership with American Business” to assist Armed Forces reservists in finding civilian employment as they continue serve our country.

In addition to advocating and supporting programs that provide the highest quality of healthcare and support for veterans and their families, PSC Enterprises is dedicated to finding innovative ways to increase the level of access veterans and their families have to quality healthcare solutions to ensure no veteran is left behind. PSC Enterprises founder, Peter Cooke currently serves on the board of Avalon Health Care Group, a senior care organization, to advise them on how to better serve the veterans under their care and in their communities. PSC and Avalon have worked together to form Avalon Veteran Services (AVS), an arm of Avalon that was created to focus exclusively on the needs of veterans and their families.
PSC Enterprises has partnered with Veteran Infrastructure Products (VIP), a service-disabled veteran small business (SDVOB), to pursue opportunities in the private and public sectors that support veterans. The two companies form a strong veteran alliance with the goal of advocating on behalf of fellow veterans across the nation.

PSC Enterprises maintains strong relationships with key decision makers at all levels of governance (local, regional and national) as well as the military allowing our firm unique access to policy discussions and decisions. Our presence in both Washington D.C. and local communities allows us to educate high-level decision makers on local interests. We pride ourselves in being a firm that brings national agencies and local organizations together to address community issues.
Our firm has a highly-valued understanding of the government procurement process on both the federal-level with an unique understanding of the Federal Acquisition Regulations (FAR) and the state-level with experience in multiple states. Our expertise focuses on developing successful business development strategies for government contracts which includes Request for Proposals (RFPs) responses and regulation compliance services. PSC Enterprises also specializes in working with Small Disadvantaged Business (SDB) who may qualify for set-aside contracts.
PSC Enterprises has a long and successful history of working with and brokering public-private partnerships. We are experts in identifying situations where private sector competencies, efficiencies, and capital can be used to improve public assets, services or the community at large. Our understanding and experience with both the private and public sector allows us to effectively leverage and manage public-private partnerships to complete projects that would have been otherwise impossible without the involvement of both sectors.
