Peter S. Cooke

For over 40 years, Mr. Cooke has been a major presence in creating public-private partnerships and leading real estate ventures to provide affordable housing and economic opportunities for his community. Beginning in 1978 as the Director of Economic Development for the State of Utah, Peter assisted in establishing the Sundance Film Festival and bringing companies including American Express to Utah. Peter served as the CEO of PSC Development Company and Evergreene Management Group, an industry leader in developing, financing, and constructing single and multi-family housing units as well as office space across the Intermountain West. As the leader of PSC Military Housing, Peter assisted the U.S. Air Force with their private-housing initiative by creating partnerships between developers and military bases. Peter was awarded projects on over 12 military bases with a total value that exceeded $1 billion.

Peter served for 39 years in the U.S. Army Reserve, culminating in his time as Commanding General of the U.S. Army 96th Regional Readiness Command from 2005 until 2009. Major General (Ret.) Cooke’s command included 66 Army Reserve Units that were mobilized for wartime missions, maintenance, and supply activities, 560 full-time personnel, 40 command centers, and 13 maintenance and storage facilities with property valued at $250 million and equipment valued at $224 million. Under General Cooke’s command, the 96th RRC won the 2009 Army Community of Excellence Award for the best-managed command in the U.S. Army Reserve.

After retirement from the military, Mr. Cooke co-founded and served as Director of the National Center for Veteran Studies. He currently serves as Chair of the Board for the American College of National Security Leaders, Chair of the Board for the Reserve Officer Association and sits on the board of the Madison Foundation.

In 2019 Peter was appointed to Avalon Health Care Group’s Board of Directors in order to assist in the company’s veteran services.

Howard Cooke

Partner & Project Development

Howard spent over 10 years assisting PSC Enterprises part-time before joining the company full-time in 2019. Prior to his current role at PSC, Howard held various marketing and project management positions in the technology industry.

Howard currently oversees the company’s marketing and business development efforts through market research, outbound prospecting and the management of all RFP responses.

Howard also manages all partner development efforts, serving as a liaison on projects between PSC Enterprises and its public and private partners.

Howard led the company’s expansion into the government procurement sector and is the firm’s expert on government contracting compliance and FAR regulations.

Carolyn Cooke

Executive Assistant

Carolyn has spent numerous years unofficially assisting the company before officially coming on board in 2021. Prior to joining PSC, Carolyn held various roles in the education and healthcare industries, which helped fine-tune her extraordinary organizational time management and problem-solving skills.

Carolyn supports the PSC team in both internal and external projects and ensures that company goals and objectives are accomplished, and operations run efficiently.

Founded in 1984

PSC Enterprises was founded in 1984 under its original name of PSC Development and has developed and managed dozens of projects in the inter-mountain region ranging in value up to $550 million including the Olympic Housing Project and the restoration of historic housing at Fort Douglas used by Olympic athletes at the 2002 Salt Lake City Winter Olympics. PSC Development specialized in the development of affordable housing throughout the intermountain west and was one of the first development firms in Utah to effectively leverage tax credits to help fund real estate projects.

PSC Military Housing

Founded in 2002

In 2002, PSC Military Housing was formed as an arm of the company that specialized in supporting the US Air Force in privatizing housing under the Military Housing Privatization Initiative. As a Privatization Support Contractor, PSC Military Housing Company was awarded projects at 21 bases involving over 11,000 housing units with a combined value in excess of $1 billion.

Founded in 2019

In 2019, the company adopted its current name of PSC Enterprises as it expanded into the government procurement industry and shifted much of its focus towards projects and initiatives that would benefit veterans. The firm currently manages a portfolio of projects throughout the Intermountain West and the Washington Metropolitan area.
